Abstract
ABSTRAK
Peningkatan jumlah masyarakat berdampak terhadap kebutuhan sarana dan prasarana yang
layak. Sarana dan prasarana dikatakan baik apabila terpenuhinya aspek keamanan, kenyamanan,
dan fungsi estetika baik itu terhadap sektor sosial, keagaman, pendidikan, tak terkecuali kesehatan
dikalangan masyarakat. Sebagai upaya peningkatan hal tersebut, pada tahun 2025 Kabupaten Pati
melaksanakan pembangunan gedung operasi RSUD Kayen. Namun, pada saat pelaksanaan
terdapat penyesuaian metode kerja pengeboran dan review daya dukung fondasi pada beberapa
titik. Hal tersebut mengakibatkan adanya deviasi terhadap progres pekerjaan (terlambat).
Pengendalian waktu pelaksanaan penting dalam proses pembangunan agar tidak berdampak
terhadap durasi maupun biaya proyek. Salah satu upaya yang dapat dijadikan alternatif dalam
mengejar keterlambatan progres yaitu menggunakan metode crashing. Metode crashing
dimaksudkan untuk memperkirakan waktu percepatan dan biaya yang diperlukan untuk
menyelesaian suatu pekerjaan. Sehingga dapat diketahui perbandingan waktu dan biaya yang
diperlukan baik sebelum maupun sesudah percepatan penyelesaian pekerjaan. Terdapat beberapa
teknik/cara dalam proses percepatan pekerjaan seperti penyesuaian metode kerja, memaksimalkan
penggunaan peralatan, penambahan jam kerja, dan penambahan tenaga kerja. Penambahan jam
kerja atau lembur merupakan teknik percepatan yang cukup familiar yakni dengan mencari
produktivitas pekerja per hari baik sebelum atau sesudah jam lembur. Kemudian besarnya upah
disesuaikan dengan ketentuan pengupahan jam kerja tambahan sebagaimana diatur dalam
Keputusan Menteri Tenaga Kerja dan Transmigrasi No. 102/MEN/VI/2004. Berdasarkan hasil
analisis durasi yang diperlukan setelah crashing yaitu 50,10 hari dibandingkan dengan waktu
normal selama 63 hari (20,476% lebih cepat). Sedangkan untuk biaya yang diperlukan selama
proses crashing adalah sebesar Rp 219.019.660,98 atau naik 50,718% dibandingkan dengan biaya
normal sebesar Rp 144.359.500,00. Perencanaan percepatan hanya dilaksanakan pada pekerjaan
struktural utama dan sebatas mengejar keterlambatan progres bukan percepatan keseluruhan
pekerjaan. Dampak akibat adanya percepatan dianggap cukup layak karena biaya yang timbul
lebih rendah dibandingkan denda keterlambatan proyek sebesar Rp 183.794.646,30.

ABSTRACT
The increasing population impacts the need for adequate facilities and infrastructure.
Facilities and infrastructure are considered good if they fulfill the security, comfort, and aesthetic
functions, both in the social, religious, educational, and health sectors within the community. As
an effort to improve these aspects, in 2025, Pati Regency began construction of the Kayen
Regional Hospital operating building. However, during the implementation, there were
adjustments to the drilling work method and a review of the foundation's bearing capacity at
several points. This resulted in deviations in the work progress (delays). Controlling the
implementation time is important in the construction process to avoid impacting the duration and
cost of the project. One effort that can be used as an alternative to catch up on the delay in
progress is using the crashing method. The crashing method is intended to estimate the
acceleration time and costs required to complete a job. This allows for a comparison of the time
and costs required both before and after the acceleration of the work completion. Several
techniques/methods exist in the work acceleration process, such as adjusting work methods,
maximizing equipment use, increasing working hours, and adding workers. Increasing working
hours or overtime is a fairly familiar acceleration technique, namely by calculating worker
productivity per day both before and after overtime hours. Then the amount of wages is adjusted
according to the provisions for wages for additional working hours as stipulated in the Decree of
the Minister of Manpower and Transmigration No. 102/MEN/VI/2004. Based on the analysis
results, the duration required after crashing is 50.10 days compared to the normal time of 63 days
(20.476% faster). Meanwhile, the costs required during the crashing process are Rp
219,019,660.98 or an increase of 50.718% compared to the normal cost of Rp 144,359,500.00.
Acceleration planning is only implemented on the main structural work and is limited to catching
up on progress delays, not accelerating the overall work. The impact of the acceleration is
considered quite reasonable because the costs incurred are lower than the project delay fine of Rp
183,794,646.30.
