Abstract

ABSTRAK

Jalan Tentara Pelajar d i Kota Semarang , terletak di Kecamatan Candisari berdasarkan Data Jalan Dinas Pekerjaan Umum Kota Semarang , mempunyai panjang total 1020 meter danlebar 8 meter,
Namun pada kenyataannya, lebar jalan efektif tidak mencapai 8 meter, akibat dari banyaknya kendaraan parkir disepanjang jalan Sehingga mengakibatkan lebar jalan menjadi berkurang. Hal ini menimbulkan kemacetan , ditambah lagi banyak pula kendaraan yang melakukan manuver ( putar balik ) dan berbelok terutama pada jam sibuk dan banyak orang lalu lalang melintas atau
menyebrang jalan ini terutama pada waktu sibuk. Metode penelitian dilakukan dengan survey untuk mendapatkan data primer. Setelah itu, datadianalisis berdasarkan MKJI (Manual Kapasitas Jalan Indonesia 1997 ). Dari hasil survey jalan Tentara Pelajar memiliki volume pada jam puncak pagi sebesar 1954,3 smp/jam, pada jam puncak siang sebesar 1606,6 smp/jam, pada jam puncak sore sebesar 1911,5 smp/jam . Sedangkan hasil perhitungan kapasitas jalan diperoleh jumlah kapasitas maksimum sebesar 2262 smp/jam. Terjadinya kecepatan di jalan Tentara Pelajar, penurunan kecepatan adalah sebesar 36,85 %, dari kecepatan arus rencana ( FV= 32,76 km/jam <FVo = 42 km/jam ). Penilaian kinerja d i jalan Tentara Pelajar saat ini kurang mampu melayani volume ,yang dibuktikan dengan hasil perhitungan derajat kejenuhan ( Degrre of Saturation ) yaitu sebesar 0,86 pada jam puncak pagi , 0,71 pada jam puncak siang , 0,84 pada jam puncak sore, sedangkan batas maksimum kinerja jalan yang ideal yaitu memiliki nilai DS < 0,75. Dari hasil analisis Jam Puncak Pagi diperoleh tingkat pelayanan dengan kategori E yang berarti Kecepatan lalu lintas sangat rendah karena hambatan interval lalu lintas tinggi, Pengemudi mulai merasakan kemacetan- kemacetan durasi pendek. Pada jam puncak siang diperoleh tingkat pelayanan dengan kategori C yang artinya Arus stabil tetapi kecepatan dan pergerakan kendaraan dikendalikan oleh volume lalu lintas yang tinggi , serta Kepadatan lalu lintas meningkat dan hambatan internal meningkat Pada jam puncak sore diperoleh tingkat pelayanan dengan kategori nilai D , yaitu Arus mendekati tidak stabil , volume lalu lintas tinggi , kecepatan masih di tolerir namun sangat dipengaruhi oleh perubahan kondisi arus lalu lintas

ABSTRACT

Tentara Pelajar Street in Semarang City, located in Candisari District based on Semarang City Public Works Department Road Data, has a total length of 1020 meters and a width of 8 meters, However, in reality, the effective road width does not reach 8 meters, due t o the large number of vehicles parked along the road, causing the width of the road to be reduced. This causes congestion, plus many vehicles maneuver (turn around) and turn, especially during rush hour and many people pass by or cross this road, especially during rush hour. The research method was carried out by survey to obtain primary data. After that, the data was analyzed based on MKJI (Indonesian Road Capacity Manual 1997). From the survey results, Jalan Tentara Pelajar has a volume during the morning peak hour of 1954.3 smp / hour, during the afternoon peak hour of 1606.6 smp / hour, during the afternoon peak hour of 1911.5 smp / hour. While the results of the road capacity calculation obtained a maximum capacity of 2262 smp / hour. The occurrence of speed on the Tentara Pelajar road, the decrease in speed is 36.85%., from the planned current speed (FV = 32.76 km / h <FVo = 42 km / h). The performance assessment on the Tentara Pelajar
road is currently less able to serve the volume, as evidenced by the results of the calculation of the degree of saturation (Degrre of Saturation) which is 0.86 at peak hours in the morning, 0.71 at peak hours in the afternoon, 0.84 at peak hours in the evening, while the maximum limit of ideal road performance is to have a DS value <0.75. From the results of the Morning Peak Hour analysis, the level of service is obtained with category E which means that the traffic speed is
very low due to high traffic interval obstacles, drivers begin to feel short-duration congestion. At peak hours during the day, the service level is obtained with category C , which means the flow is stable but the speed and movement of vehicles are controlled by high traffic volumes, and traffic density increases and internal resistance increases. At peak hours in the afternoon, the service level is obtained with category D, namely the flow is approaching unstable, the traffic volume is
high, the speed is still tolerable but is greatly influenced by changes in traffic flow conditions.
