Abstract
This research aims to analyze the procedures for handling abuse of authority as part of corruption prevention efforts within the Semarang City Government and to identify the main challenges in their implementation. Addressing the abuse of authority plays a strategic role in realizing clean, transparent, and accountable governance. Using a qualitative approach with descriptive-analytic and case study methods, this study draws on primary data from in-depth interviews with government officials and internal supervisory officers, as well as secondary data from relevant laws, regulations, and institutional reports from agencies such as the Corruption Eradication Commission (KPK) and the Audit Board of Indonesia (BPK).The findings reveal that the Semarang City Government has established a comprehensive legal and procedural framework covering public complaints, verification and investigation by the Government Internal Supervisory Apparatus (APIP), and judicial review through the Administrative Court (PTUN) in cases indicating abuse of authority. However, the effectiveness of these measures is hindered by weak inter-agency coordination, limited human and technological resources, and a bureaucratic culture that still lacks full commitment to transparency and whistleblower protection.Corruption prevention efforts in Semarang include strengthening internal supervision systems, implementing digital technologies in public services, and collaborating with external institutions such as the KPK. Although various preventive strategies have been introduced, a significant gap remains between formal policy and practical implementation. The study recommends enhancing the competence of internal supervisors, digitalizing the complaint system, and increasing community participation in monitoring as key strategies for building an integrity-based and corruption-free bureaucracy
