Abstract

A political party is a political group that participates in general elections and can place its candidates to occupy political positions through these general elections. To place these strategic positions, general elections are the key means of democracy, the essence of which is the election of leaders from the people, by the people for the people. General elections are an embodiment of sovereignty in the hands of the people. This is stated in Article 1 paragraph (2) "Sovereignty is in the hands of the people and is implemented according to the Constitution" General elections in the Indonesian constitutional system are to elect members of the People's Representative Council, Regional Representative Council, President and Vice President and the Regional People's Representative Council article 22E paragraph (2). The implementation of general elections cannot be separated from the existence of political parties, because political parties are election participants, although not all political parties are necessarily election participants. But how to find a
statesman leader. This writing method used a normative research type with secondary data sources. The subject studied was the phenomenon of looking for a statesman leader in correlation with political parties, democracy, general elections and the Indonesian constitutional system. The results of the research concluded that normatively there were no explicit provisions regarding the requirements for nominating members of the DPR, DPD, DPRD as well as the President and Vice President, which strictly requires that a leader elected in the general election be a statesman. In the 1945 Constitution of the Republic of Indonesia, the only condition that is expressly stated as a statesman is the requirement to be appointed as a Constitutional Judge, and even then not to be elected directly through a general election.
