ANALISIS PARTISIPASI PETANI PEMAKAI AIR (P3A) TERHADAP PROGRAM PERCEPATAN PENINGKATAN TATA GUNA AIR IRIGASI (P3TGAI) DENGAN PENDAMPINGAN DARI TENAGA PENDAMPING MASYARAKAT (TPM)

ABSTRAK

Kecamatan Sumowono Kabupaten Semarang memiliki mayoritas penduduk di
sektor pertanian. Sektor penelitian erat kaitannya dengan irigasi sawah. Penelitian
ini bertujuan untuk menganalisis partisipasi Petani Pemakai Air (P3A) terhadap
Program Percepatan Peningkatan Tata Guna Air Irigasi (P3TGAI) dengan
pendampingan Tenaga Pendamping Masyarakat (TPM) di Kecamatan Sumowono,
Kabupaten Semarang. Fokus penelitian adalah pada dua kelompok P3A, yaitu P3A
Tirto Raharjo dan P3A Sumber Lancar. Penelitian menggunakan metode campuran
(mixed method), yaitu pendekatan kuantitatif untuk mengukur tingkat partisipasi
petani dan pendekatan kualitatif untuk mengeksplorasi faktor-faktor yang
mempengaruhi partisipasi tersebut serta pengaruh pendampingan TPM. Data
dikumpulkan melalui observasi, studi dokumentasi, dan analisis dokumen teknis,
seperti gambar kerja, RAB, dan jadwal pelaksanaan. Hasil penelitian menunjukkan
bahwa partisipasi petani dalam P3TGAI mencakup aspek perencanaan,
pelaksanaan, pengawasan, dan pemanfaatan hasil. Faktor-faktor yang memengaruhi
partisipasi antara lain tingkat pendidikan, manfaat ekonomi, kualitas sosialisasi
program, dan peran kepemimpinan lokal. Pendampingan TPM terbukti berperan
penting dalam meningkatkan kualitas dokumen teknis, ketepatan jadwal
pelaksanaan, dan mendorong keterlibatan aktif petani. Penelitian ini
merekomendasikan peningkatan kapasitas TPM dan P3A agar keberlanjutan
program P3TGAI dapat terjamin.

ABSTRACT

Sumowono District, Semarang Regency, has a majority population in the
agricultural sector. The research sector is closely related to rice field irrigation.
This study aims to analyze the participation of Water User Farmers (P3A) in the
Irrigation Water Utilization Acceleration Program (P3TGAI) with assistance from
Community Assistance Personnel (TPM) in Sumowono District, Semarang
Regency. The focus of the study was on two P3A groups, namely P3A Tirto Raharjo
and P3A Sumber Lancar. The study used a mixed method, namely a quantitative
approach to measure the level of farmer participation and a qualitative approach
to explore the factors that influence this participation and the influence of TPM
assistance. Data were collected through observation, documentation studies, and
analysis of technical documents, such as working drawings, RAB, and
implementation schedules. The results of the study showed that farmer participation
in P3TGAI includes aspects of planning, implementation, supervision, and
utilization of results. Factors that influence participation include education level,
economic benefits, quality of program socialization, and the role of local
leadership. TPM assistance has proven to play an important role in improving the
quality of technical documents, the accuracy of the implementation schedule, and
encouraging active farmer involvement. This study recommends increasing the
capacity of TPM and P3A so that the sustainability of the P3TGAI program can be
guaranteed.
