Abstract
ABSTRAK
Daerah Irigasi (DI) Sidopangus merupakan daerah irigasi kewenangan daerah Provinsi Jawa Tengah mempunyai luas wilayah pelayanan 719 Ha berada di Kota Semarang dan Kabupaten Semarang. Guna mencapai tingkat pelayanan fungsi irigasi yang terpadu dan berkelanjutan perlu dilakukan pengelolaan aset irigasi dan evaluasi kinerja sistem irigasi yang dapat dibantu pelaksanaannya dengan aplikasi e-PAKSI. Tujuan penelitian ini adalah untuk mendata kondisi aset jaringan irigasi, menganalisis penilaian indeks kinerja sistem irigasi, dan mengkategorikan hasil penilaian indeks kinerja sistem irigasi DI Sidopangus pada tahun 2025. Berdasarkan hasil penelusuran lapangan yang terekam dalam aplikasi e-PAKSI diperoleh kondisi
aset irigasi DI Sidopangus mengalami kerusakan sekitar lebih dari 20% hingga 40% dengan kategori sedang hingga jelek. Hasil analisis indeks kinerja sistem irigasi menggunakan aplikasi e-PAKSI adalah sebesar 66,26%, dengan masing-masing parameter adalah sebagai berikut prasarana fisik 21,30%, produktivitas tanam 12,43%, sarana penunjang/operasi dan pemeliharaan 9,32%, organisasi personalia 10,26%, dokumentasi 3,50%, serta GP3A/IP3A/P3A 9,44%. Berdasarkan Permen PUPR No.12/PRT/M/2015 nilai indeks kinerja sistem irigasi DI Sidopangus termasuk dalam kategori kinerja kurang dan perlu perhatian karena nilai sebesar 66,26% berada diantara 55% - <70%.

ABSTRACK
The Sidopangus Irrigation Area is an irrigation scheme under the authority of the Central Java Provincial Government, with a service area of 719 ha located in Semarang City and Semarang Regency. To achieve an integrated and sustainable level of irrigation service, it is necessary to manage irrigation assets and evaluate the performance of the irrigation system, which can be assisted by the e-PAKSI application. This study aims to inventory the condition of irrigation network assets, analyze the irrigation system performance index, and categorize the results of the irrigation system performance index assessment of the Sidopangus Irrigation Area in 2025. Based on field surveys recorded in the e-PAKSI application, the condition
of irrigation assets in the Sidopangus Irrigation Area shows damage of more than 20% to 40%, categorized as moderate to poor. The results of the irrigation system performance index analysis using the e-PAKSI application indicate a value of
66.26%, with the following parameter contributions: physical infrastructure 21.30%, cropping productivity 12.43%, supporting facilities/operation and maintenance 9.32%, organizational personnel 10.26%, documentation 3.50%, and GP3A/IP3A/P3A 9.44%. Based on Minister of Public Works and Housing Regulation (Permen PUPR) No. 12/PRT/M/2025, the irrigation system performance index of the Sidopangus Irrigation Area falls into the “poor performance” category and requires attention, as the value of 66.26% lies between 55% and <70%.
